Question, per the photo....

Is it a fair assumption that the nuts and bolt remains are from the rail connection?
I found the same style of severed bolts along two different locations of the ES&N Newburgh branch.

Those bolts definitely look like joint bar fasteners to me!

Yes those bolts look like they were sheared from a pull apart in the winter. That's when the rail pulls so hard in the winter, it shears the bolts in half.
