Fairly certain railroads can remove yard and “auxiliary” tracks without STB approval.  Otherwise, obviously, can’t scrap the main without permission.

Be interesting to see how this plays out.

Isn't John Heffner the attorney who represented the South Bend Railway in its efforts to buy the NS line to Notre Dame and fight the adverse abandonment petition?
