2002 Where Was This?

I was sorting through some photos that had somehow become 'old' although it can't have been that long ago...

I know it had to have been in the northern part of the state because I have shots of the Monon ROW at Monticello taken the same day. (12/29/2002).

There is a tower and a crane parked on a short siding. Where is this?

Sometime in the late 1950s or early1960s the third story burned, never to be rebuilt.

Is the crane still there and ma I right in thinking that it was stored there for future emergency use?
